 $10 billion aid package is just a scam

Vietnamese American Paul Le Hung who claimed himself as a representative of the “$10 billion aid package” for Vietnam has been accused of fraud by several businessmen.

According to Lao Dong newspaper, many people lost money and are at risk of losing everything because of Hung. Among Hung’s victims is Mr. Le Van Dang - Director of the Dong Thap Muoi Investment, Construction and Development JSC in Tien Giang Province.
In early 2012, Dang met with Mr. Nguyen Van Lam - Director of the Huu Loi Construction, Trade and Services Co., Ltd, based in Chau Thanh District, Tien Giang, to discuss cooperation in building two roads in Long An province.
At the meeting, Dang showed Lam documents on the $10 billion aid package provided by Diamond Access Inc., with Paul Le Hung as its representative. The two sides decided to seek capital from this source for the road building projects.
On February 6, 2013, Paul Le Hung sent Dang and Lam a document entitled "authorized to receive loan," in which Dong Thap Muon and Huu Loi companies are allowed to receive $100 million of non-refundable aid to build two roads in Long An.
To get access to the “loan,” Dang had to give Paul Hung $70,000 as black fees. Dang was also accused by Lam to borrow VND1.5 billion ($70,000) from Lam to “fulfill procedures for the loan.”
After the local media reported about the “$10 billion aid package” of Paul Hung, Dang and Lam knew that they were cheated.
Some other victims have contacted local newspapers to accuse Paul Hung of cheating them. There is no the so-called Diamond Access Inc.
Lao Dong newspaper reported that it failed to contact Paul Hung.
