 NA discusses draft law on incentives

Lawmakers at the sixth session of the 13th National Assembly (NA) yesterday (Oct 22) agreed that some articles in the draft Emulation and Reward Law for Government workers should be standardised.

"More awards would motivate individuals and groups to join in emulation movements," said deputy Khuc Thi Duyen from northern Thai Binh Province.
The draft law reflects the Vietnamese custom of handing out official praise and awards as incentives to encourage people to do better.
Yesterday, lawmakers focused on the standards and qualifying periods for NA deputies and People's Council representatives - and on the level of rewards given.
Many deputies said that the law should regulate, and improve, the types of awards given to farmers, workers and labourers.
"More awards would motivate individuals and groups to join in emulation movements," said deputy Khuc Thi Duyen from northern Thai Binh Province.
Duyen and many deputies agreed that the law should agree on a specific percentage of rewards for organisations and groups.
"The draft law has basically reduced rewards for leaders or managers," said deputy Thich Thanh Quyet from northern Quang Ninh Province. He added that workers, farmers and labourers had more chance of being considered.
The deputies suggested that the law should increase rewards for creative work and that they be unified nationally.
Deputy Pham Van Tan from central Nghe An Province suggested that the draft law should provide for families making outstanding contributions to the country's construction and protection.
"Many families have donated money, efforts and property to the country, such as giving land for schools and cultural houses - or taking care of the elderly and orphans. We should encourage them," said Tan.
Deputies yesterday also heard reports on the draft amendment for the 1992 Constitution. They also heard Government reports on preventing corruption and the implementation of resolutions and laws have been adopted by the 13th National Assembly.
